House of Lords: Report Stage Defender, a free game

House of Lords: Report Stage Defender, a free browser game, with a screenshot of the pixel-art House of Lords chamber

Parliament is full of drama, procedure and the occasional proposal to regulate a kettle. So I made a game about it.

You are the Minister, alone on the floor of the House of Lords at Report Stage. Peers are on their feet. Amendment scrolls are flying in from every bench towards the Bill sitting on the Table. Anything that reaches it gets agreed. Your job is to stop the wrong ones, wave through the right ones, and keep the House on side long enough to survive six groups of amendments and the divisions that follow.

See it in action

Animated gameplay of House of Lords: Report Stage Defender. The Minister dashes between benches blocking amendment scrolls as peers stand up.
Blocking amendments at speed. Note the silly ones coming in from the left.

Three kinds of amendment

The skill is telling them apart, fast. Every scroll is colour coded.

  • Gold: serious amendments. Sensible-sounding, often well argued. Block one and the House is not pleased. Concede one and goodwill soars, and the peer may withdraw another amendment in gratitude.
  • Purple: silly amendments. A big red button for AI, bringing GTA 6 into scope, a firewall around the Bar. Block them for points and the House chuckles. Never concede them.
  • Red: wrecking amendments. Fast, brutal, and designed to gut the Bill. Stop these at all costs.

How it plays

  • Move with WASD or the arrow keys. Touching an amendment blocks it.
  • Space fires a rebuttal blast that blocks everything nearby.
  • E concedes the nearest amendment. You only get three cleared concessions per group, so spend them well.
  • Pick-ups help: a Whip makes peers sit down, tea with Parliamentary Counsel tidies up the Bill, lines to take widen your rebuttals, and a cleared write round gives you another concession.
  • Divisions end each group. The more goodwill you have, the better your odds of winning the vote.

Keep an eye on two meters: Bill Integrity and the Goodwill of the House. If integrity hits zero the Bill is wrecked. If goodwill hits zero you have lost the House. Get through all six groups and the Bill clears Report Stage. There is a best score saved in your own browser, so you can chase it.

Why a game?

I have spent a long time studying how politics gets communicated and how rules get made, and I wanted to see whether the odd rhythm of legislative ping-pong could be fun. Conceding the right thing at the right moment is a real skill in Parliament. Turning it into a score felt like an enjoyable way to explain it.

It is a work of satire. Every peer, amendment and event in it is invented, and it is a personal project that has nothing to do with Parliament or the UK Government. I built it with the help of Claude, which turned out to be a very capable colleague for pixel art and sound effects.

Play it

The game page has the full controls, a trailer and the game itself. It works on a computer with a keyboard, or on a phone using the on-screen controls (landscape works best).

If you beat it, tell me your score. I would love to know whether anyone gets the Bill through with its integrity intact.
